Circulation Department

The Circulation Department manages loan operations, including course reserves, plus item reshelving and stack maintenance for both the Smith Library and the Health Sciences Library.

Policies and Procedures:

·      Library Card: The University ID card is used as the library card. General-use library cards may be issued to graduate and part-time students as necessary. The library card must be presented each time materials are to be checked out.

·      Loan Period: Materials are checked out to undergraduate students for 21 days. Graduate students receive a 42-day loan period. Faculty receive a 120 day loan period for books, and shorter periods for other types of material, such as media. When items are checked out, the user will receive a printout of the items charged. All users are responsible for materials borrowed on their card.  Due dates for interlibrary loans vary with the lending institution.

·      Renewals: Materials may be renewed three times unless recalled by another user. Phone renewals are accepted, and users can renew materials on the library website. Online renewal requires a PIN number, which is available at the Circulation Desk.

·      Returns: All materials are to be returned to the Circulation Desk. When the library is closed, items may be returned to the book drop outside the library entrance.

·      Overdues and Fines: The Library will send reminder notices via SU email to users with overdue materials. Failure to receive an overdue notice does not relieve the user of the responsibility to return materials promptly. Overdue materials may incur fines. Student and community user fines are assessed at $0.10 per day with a fine limit of $10.00 per item. Students may be blocked from further borrowing at a $5.00 fine balance or if five items are overdue. Faculty may incur fines for late interlibrary loans and for media equipment.

·      Lost Items: Materials more than four months overdue will be considered lost, and the user may be billed for replacement of the item. The cost of replacement will include a $20.00 processing fee, plus the actual cost of the item.

Library User Categories

SU students, faculty and Staff: Current students, faculty and staff have access to the library collections, may use library computers and have full Internet access, including on- and off-campus use of library databases and electronic journals.

Alumni Users: SU alumni may have access to the library collections, may use library computers on the main floor of Smith Library, and have on-campus use of library databases.  Off-campus access cannot be provided due to licensing restrictions.

Community Users: Borrowing privileges are available to the local community for a $10.00 annual fee. Community users must live in the City of Winchester or Frederick County, or in a county contingent with Frederick County, Virginia. There are some restrictions on community users for certain types of materials.

Friends of the Library: Community users wishing expanded borrowing privileges may purchase a membership in the Friends of the Library. A $100.00 annual fee permits individuals to borrow books and scores, and to use the library computers in the reference area of the Smith Library. .  However, SU students always have priority access to computers Family memberships are also available. One-Time Users: Individuals who are traveling through the Winchester area AND do not reside within 50 miles of Shenandoah may use designated computers to access web-based email at no charge, except for printing.  One-time users must complete a registration form with name address and phone number.  Computer usage is limited to 30 minutes, and access priority is always given to SU students and faculty.

Visiting College Students: Individuals who live in the Winchester area but are students at other colleges will be permitted occasional access to SU computers and database as a courtesy.  However, SU students always have priority access to computers.  Students must show a valid college or university ID card from their college or university.  Visiting students must pay for all printing costs.

Course Reserve Materials

 Library materials are placed on reserve at the request of faculty for use in their courses. In the Smith Library these may be located at the Circulation Desk or in the Media Center. In the Health Sciences Library reserves are at the Circulation Desk.

There are several types of reserves:

 Faculty should submit reserve lists to the appropriate reserve desk at least five working days before the beginning of each term to enable staff to collect and process reserves. Alternately, faculty may choose to bring those items they want on reserve to the Circulation Desk. Please allow 48 hours for the processing of reserve materials.

Interlibrary Loan: An interlibrary loan service is provided for current students, faculty and staff, for books and journal articles not owned by the University library. ILL forms are available online at the links above. All student requests should be discussed with a member of the library staff before being submitted. ILL Requests should be submitted at least two weeks before an item is needed. Both students and faculty are reminded to please check the library's Webcat online catalog and Journal Locator to identify those items that are already part of the library collections. Many journal articles may be available through one of our several full-text databases and electronic journal collections.

The library subsidizes part or all of the cost of interlibrary loans for students. Faculty are responsible for any costs incurred by their requests.

The University library receives many interlibrary loan requests, so patrons with multiple requests are asked to submit them in priority order. We strive to be fair to all users, so each business day library staff will process some, if not all, items for each requestor.  Students who need a large number of items may wish to visit other libraries to obtain materials. The library staff may be able to direct users to libraries with which we have reciprocal borrowing privileges.

Community users, including members of the Friends of the Library, are referred to the Handley Regional Library for interlibrary loan service.  We cannot provide interlibrary loan service to community users.

The library reserves the right to refuse an interlibrary loan copying request if, in its judgment, fulfillment would violate the copyright law. Smith Library Computer Lab and Training Center

The computer lab on the third floor of the Smith Library contains both Macintosh and PC networked to a laser printer. All are connected to the campus network and the Internet. Web e-mail is available at all stations. Software on all computers in the lab includes Microsoft Office, with Word, Excel and Powerpoint. Specialized software on select computers includes Finale and Finale Allegro. Use of the lab is reserved for current SU students, faculty and staff.

 Assistance in the lab is provided by the Media Center staff. Questions relating to network accounts and e-mail should be directed to the Institutional Computing Help Desk, x5555.
