These regulations govern the parking, operation and use of motor vehicles on campus. They are designed to ensure the orderly and safe movement and parking of vehicles. Motor Vehicle Laws of the Commonwealth of Virginia and the City of Winchester are enforced on campus.

The speed limit within campus parking lots is 10 m.p.h. and 15 m.p.h. on campus streets. The university assumes no responsibility for any theft, loss or damage to any vehicle operated or parked on university property.

Any registrant shall be held presumptively responsible for any violation involving his/her parking permit.

Registration

Any student or employee who parks a motor vehicle on campus must be registered with the university. All students are, upon proper registration, permitted to park a motor vehicle on campus. A $110 fee shall be charged to each residential and commuting student registrant. There is a limit of one hang tag per registrant. Upon registration, a permit is issued for conspicuous placement on the vehicle. Hang-tag permits are transferable from vehicle to vehicle.

Violations and fines are the responsibility of the person to whom the hang-tag is registered. Registration permits are to be hung from the rear view mirror with the numbered side facing outward.

Owners of vehicles without factory-installed rear view mirrors may obtain an adhesive bumper sticker. Registration stickers for motorcycles are to be affixed to the left front fork.

Any vehicle not displaying a permit shall be considered unregistered. Damaged permits must be promptly replaced. There is no charge for replacement permits. Stolen permits should be reported to the Public Safety Office immediately.

Handicapped Parking

Vehicles parked in designated handicapped parking spaces must display authorization from the motor vehicle administration agency. Persons who need accommodation until such authorization is acquired, may obtain a special permit from the Public Safety Office.

Temporary/Visitor Permits

Persons who forget to transfer a hang tag to their other vehicle may obtain a temporary permit by applying in person to the Public Safety Office or security officer on duty. Persons who need to park temporarily in an otherwise unauthorized area for the purpose of loading or delivering must request and obtain a temporary permit from the Public Safety Office or security officer. Visitors should obtain a visitor parking permit immediately. Visitor permits are free of charge and are valid only for the date issued. Visitor parking permits are available at academic and administrative offices in each building. Visitor permits are also available from security officers.

Parking

Vehicles must be parked in assigned lots. Lots are designated by a color coding that matches the permit color. Only visitors are allowed to park in visitor spaces. The responsibility for finding a parking space rests with the motor vehicle operator. The fact that a lot is full does not constitute a valid justification for violation of these regulations.

Parking Assignments

• Red permits: Resident students only

• Blue permits: Commuter students

• Orange/Green/Blue permits: Full-time employees and visitors

For parking at the John Kerr Building, use the Autopark located at the corner of Cameron and Boscawen Streets. SU will pay the parking fee when the Autopark ticket is  validated at the John Kerr office and presented to the attendant at the Autopark.

Certain spaces have been reserved and marked for certain employees (such as the nurse) or service vehicles. Parking or driving is prohibited on grass plots, tree plots, sidewalks, construction areas or where it will physically mar the landscaping of the campus, create a safety hazard, interfere with the use of university facilities, hinder the free movement of pedestrian or vehicular traffic or impede the use of emergency equipment. During shut down periods, all vehicles must be removed from university property unless prior arrangements are made with the Security Office. Vehicles parked in violation of these provisions may be subject to booting or towing at the owners expense.

Parking regulations are in effect 24 hours a day, seven days a week.

Repairing Vehicles

Repairing of vehicles other than official university-owned vehicles, with the exception of emergency repairs, is prohibited on university property.

Parking Violations

  • Parking unregistered vehicles on campus.

  • Parking a vehicle in a lot assigned to another classification of users (including a prohibition against students who are family members of those with faculty /staff privileges from parking in faculty/staff areas).

  • Improper display of registration sticker or permit.

  • Exceeding the speed limit on campus. The speed limit is 10 MPH and 15 MPH.

  • Ignoring or disobeying any posted sign, traffic device or barricade.

  • Operating a motor vehicle (including motorcycles, motor scooters, all terrain vehicles, bicycles or mopeds) without University authorization on sidewalks and walkways.

  • Operating a bicycle in a careless or imprudent manner that endangers any property or the life or person of any individual

  • Parking in the following No Parking zones:

    • Loading Docks

    • Service and access areas

    • Within 15 feet of a fire hydrant

    • Intersections

    • Roadways or vehicular areas in such a way as to obstruct traffic

    • Designated pedestrian walkways

    • Grass or lawn areas

    • Handicapped areas, unless authorized

    • Fire Land

    • Yellow Painted Curbs

  • Display of visitor's permit by faculty, staff or student

  • Display or possession of a parking permit that has been reported stolen or lost.

  • Unauthorized parking in reserved parking spaces.

  • Abandoned motor vehicles.

Fines & Booting

Violation of parking and traffic regulations shall result in a $20 fine with the following exceptions:

* Parking in a handicapped or reserved space: $30

* Parking an unregistered vehicle: $30

* Displaying or possessing a lost or stolen permit: $100

Vehicle booting will be used to enforce the parking regulations. Violations that may result in booting include unregistered vehicles parked in the student designated lots and vehicles parked in unauthorized areas that do not interfere with normal traffic flow. For boot removal, the fine must be paid in the Business Office. The Business Office will then notify security to remove the boot.

Fines not paid by 4 p.m. on normal business days will not have the boot removed until the fine is paid on the next normal business day.

Vehicles still booted after three days will be towed on the third day. Registrant will then be responsible for the fine, towing and any storage expenses.

Towing

Vehicles may be towed for the following violations:

Vehicles improperly parked in reserved spaces

• Parking in fire lanes

• Vehicles interfering with traffic flow

• Any vehicles left unattended for more than two weeks will be considered abandoned

A vehicle with four or more violations

Towing is at the owners expense and liability. All fines must be paid to the Business Office within 30 days (Saturdays, Sundays and holidays excluded) of issuance of a violation.

Collection of Fines

Students are reminded that registration for succeeding semesters will not be permitted until all fines are paid. The student privilege of having an automobile on campus may be revoked for non payment of fines or by the Vice President of Student Affairs for just cause.

Appeals

Visitors should sign the parking violation ticket and return it to the Business Office. Any person receiving a parking violation may appeal in writing within five days of receipt of the violation to the Parking Appeals Committee. A reply will given within 10 days.

Bicycles, Mopeds & Motorcycles

Motorized bicycles, commonly referred to as "mopeds," shall not be parked in buildings or parked so as to block entrance ways, and may not be driven on lawns or sidewalks. A person may not secure a bicycle to a fire hydrant, a pole, light pole or a device on which notice has been posted by the appropriate authorities forbidding the securing of bicycles.

Bikes cannot be locked in any place where the securing of a bicycle would obstruct or impede vehicular traffic or pedestrian movement, including handrails, exit discharge areas and handicapped ramps or access ways. Violation of this section may result in a fine of $20. When a bicycle is found parked in a manner which restricts emergency egress or handicapped access, it may be impounded or immobilized pending the identification of the owner and the issuance of a parking violation notice. Abandoned bicycles will be removed and discarded.
