CEC Informational Meeting The Council for Exceptional Children Chapter 1216 was established at Shenandoah University in 2010. The Council for Exceptional Children (CEC) is the largest international professional organization dedicated to improving the success of children and youth with disabilities and/or gifts and talents. CEC student members receive one million dollar liability insurance that is especially designed to meet their needs when completing practicum experiences, and numerous resources and benefits such as access to the largest Job Bank devoted exclusively to Special Education professionals.
