The Coronavirus Aid, Relief, and Economic Security Act (CARES Act), enacted on March 27, 2020, allows higher education institutions to use certain funds allocated by the Department of Education to support students and higher education institutions with expenses and financial needs related to the coronavirus (COVID-19) pandemic. On December 27, 2020, the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) was signed into law which allocated additional emergency relief funds. On March 11, 2021, the American Rescue Plan was signed into law authorizing funds in addition to those provided by the CARES Act and CRRSAA. These funds are referred to as Higher Education Emergency Relief Funds (HEERF) with each allocation designated as HEERF I, II and III, respectively.
