Carl A. Rush ’09, ’11, ’20 serves as the Chief Equity Officer for Loudoun County Government, advising the County Administrator and Board of Supervisors across more than 40 departments on organizational strategy, budgeting, workforce development, policy, and long-term community growth. He also serves as President of the Winchester Education Foundation, driving private and public partnerships to expand educational opportunities and invest in school facilities.
Rush earned his Bachelor of Business Administration from Shenandoah in 2009, followed by a Master of Business Administration in 2011 and a Master of Science in Education Administration in 2020. His executive credentials also include a Certified Public Manager designation from George Washington University, as well as completions at UVA’s Weldon Cooper Center Senior Executive Institute and the National Association of Counties Professional Leadership Academy.
Over nearly two decades in public service, Rush’s career has crossed local government, public education, philanthropy, and consulting. Prior to his work in Loudoun County, he served as Director of Equity and Community Engagement for Winchester Public Schools (2014–2020) where his strategic equity plan earned national recognition via the 2019 NSBA Magna Award and as President/CEO of Global EquityED LLC (2007–2021).
Deeply committed to giving back to his alma mater, Rush is active with the Shenandoah University Alumni Association. “Giving back to Shenandoah is a way of investing in the institution that invested in me,” Rush shared. “Our alumni community represents an incredible network of experiences, expertise, and resources. I want to help build an Alumni Association that reaches beyond traditional engagement to create real opportunities for mentorship, professional connections, and lifelong relationships.”
Among his fondest Shenandoah memories is participating in the Global Citizenship Project (GCP) trip to Ghana, an experience he credits with shaping his global perspective and consensus-building approach to leadership.
Rush’s extensive civic and professional involvement includes serving as Chair of the Metropolitan Washington Council of Governments, Vice President of the National Forum for Black Public Administrators, and a Board Member for the Loudoun Chamber of Commerce. He has been honored as the NAACP Trailblazer of the Year and the Loudoun Chamber of Commerce Community Leader of the Year.
Raised in Winchester, Rush continues to bring small-town accountability and relationship-focused leadership to regional government. He resides in the Winchester area with his wife, Regina, and daughter, Lillian.
